Are there any plans to upgrade the red eye correction included in Picture
Manager?

Picture Manager is an acurate description of the application. A picture
manager not a sufficient editor to date. A couple alternatives for you.
Re-install photo editor from a previous version of Office, or this
alternative was posted recently:
http://www.eecs.wsu.edu/paint.net/index.html
