Are there templates for telecom wiring schematics from fiber to ?

[TELECOM CIRCUIT LAYOUT RECORDS]

I'm looking to create Circuit Layout Cards from DS0 level showing
crossconnect information up to highcap fiber level. This would be showing
interoffice connections with telecom equipment, circuit identification,
computer network and interoffice facilities. eg, fiber, copper, RF, etc.

Two challanges here, the detail on the vendor cards (which you may be able
to get from third party's - I think siemons may have some) and the layout
for the circuit information (the assumption of course is you are using
eia/tia 606). I'd suggest you check sites that works with structured wiring.
