After a month no one has gotten an answer yet.

When I attmept to forward a message it will not send from Outbox. It also
occurs the same way if I if I am on a webpage and attempt to send the page or
link by email. When I open the Outbox, the email icon shows an open
envelope with the text page adjacent to it. If the icon on a new sent
message in the
Outbox shows a closed envelope it will send properly. If I were to open the
closed envelope email in the Outbox and read or edit it, and then click send,
it will then show an icon with an open envelope with the text page adjacent
to it, and it will not send. Please keep the replys non- technical.

Common causes of mail not sending is here:

Because the message is marked as read and needs resent, I'd look at addins
causing problems - possibly antivirus software.

Restart Outlook is safe mode and see if it works as expected.
