Word 2007. I essentially never open 2 docs cascaded horizontally. Whenever
I use the arrange or view side by side buttons I end up horizontally divided.
Can I change this to always show the docs next to each other instead of one
over the other?

If you go to Word Options > Advanced > Display and uncheck "Show all
windows in the taskbar", open two documents, and click View > View
Side by Side, do you still get horizontal tiling? If so, something is
wrong with your installation -- Side by Side is exactly what it says.
An alternative is to check the "Show all windows in the taskbar"
option; make sure the two Word windows are the only ones not
minimized; and then right-click a blank area in the Windows task bar
and choose Tile Windows Vertically. If that makes the ribbon take up
too much room in each window, double-click any tab to collapse the
ribbon.
