Arrow keys configuration

Hi everyone

I have a workstation XP with excel 2000.
I have a problem with the arrow keys,
when I use it, the entirely sheet move instead of the
selected cell, it is probably a configuration option but
I didn't find where to change it.

Does someone have any information about how to configure
this?
