Arrow keys not working anymore

I used to be able to use the arrow keys to move around cells but now they
scroll the page. This is happening in files that don't have freeze frames and
ones that do.
I have to place the cursor with my mouse.
Is there a setting that inadvertantly got set?

That was it, thanks very much... I had a feeling it was something simple
