arrowing down in a table

using Word 2003...I have a form table of 12 columns and 20 rows with form
protection on and the cells are text form fields. Using the arrow keys, I
cannot move down the columns, only across the rows.
In previous versions of Word this was not a problem but after installing
2003 it is.
Any answers?
