art borders on business cards

How do you create art borders that will apply to all business cards on a sheet? It appears the option for art borders is only available under page border. I'm trying to create my own Christmas tags using a business card format.

Border Art is available only for page borders in Word. If you have
Publisher, you can apply border art to a text box or AutoShape.
