AOL compress graphics (even already compressed ones like
JPEGs) to decrease download time at the expense of worse
picture quality. There is a setting somewhere in the AOL
main screen options to disable picture compression. When
you do this, you get normal JPEGs & GIFs with higher
quality but slower download time.
Alternatively, switch to another ISP like I did. I found
AOL a pain for this and for many other reasons.
