ASPX pages not displaying themes/borders

I've tried to post this before with little success. This one has me stumped
and I'm not sure where to look to help resolve it.

I have a website (http://69.248.255.212) that appears to function properly,
except for one thing - none of my aspx (ASP.NET) pages will show the applied
themes, shared borders, or transitions. However, all of my htm pages do. I've
recalculated the links (both on the server extensions & in FP), and reapplied
the themes/borders. The apsx pages appear to work properly and all controls
are displayed - but no borders or theme. Can anyone help? Could this be a
server issue?

I'm running:
Win XP Pro
IIS 5.1
..NET framework v1.1.4322
FP SE 2002
FP 2003
(all with the latest updates/patches)
