Assign resource permission for project server

Hi,
I would like to know when and in which application (project pro or web
access) do I use the Assign resource permission?
Should this permission be joined whith another permission?

Next time try posting in Project Server. you'll get a
response sooner.

Adjust security settings through PWA. You'll need admin
rights, and yes, you'll need to join to Build Team on
Project and Build Team on New Project.
