Assign task without an acceptance

Is there a way to assign a task to a person where it gets added to the
persons task list without having to accept it. I am writing a custom
scheduler form to be run overnight that will add tasks for various people,
but I don't want them to have to accept the tasks that were assigned - they
should just show up on their task list the next day.

You can use the Namespace.GetSharedDefaultFolder to return the other user's Tasks folder and, assuming you have write permission, then use the MAPIFolder.Items.Add method to add an appointment directly.
