Assign territories to Agents based on Zipcode lead history

The data is a column of zipcodes, a column of timezones for eac
zipcode, along with a column of this past years sales leads, showing
count of the number of leads from each zipcode.
I want to assign territories to 10 sales agents based on an equa
division of the number of leads in each time zone; that is, based o
last years leads each agent would be assigned zipcodes in each tim
zone so that all agents would end up with the same number of leads i
each time zone

How many rows of data are we talking about? It might be easier just to sort
by time zone, at the bottom of each, sum up the number of leads, divide by
10, that's the number each guy gets in that zone, and go down the list until
you come up with that number, past them into another sheet, etc...
