assign to-do list tasks to resources + file attach.

hello,

1. project managers have a problem when they create to-do lists and wish to
assign tasks to resources - when they add tasks they cannot choose any
resource but themselves. as admin, we gave them all the proper permissions.
it works only for the admin. how does the to-do lists work regarding task
assignments to resources?
2. can you attach a file to a to do list ? will you be able to see it in
the tasks page ? do you have to activate the sharepoint options ?
