"I don't see where the owner can update the task and send the updated one

to everyone else." I never said they could send it to everyone else. The
whole Tasks assignment process is very heirarchical. I hope these
explanations help.
3 Scenarios:
#1
Person 1 assigns Task to Person 2. The setting to "keep an updated copy on
my task list" is ticked on.
Person 2 updates the task. Update means, changes % complete, writes some
notes, changes the status field etc.
Person 2 saves and closes.
An update is automatically sent to Person 1.

If Person 1 wants an update, they can ask for one. They can also open their
copy of the Task and use the Status Report button to ask for one. When they
save and close, the Status Report is sent to whomever they put in the To...
field.

Anyone with a copy of the Task can send a Status Report to as many people as
they want to put in the To... field.
