assigning tasks

I'm running Outlook 2003 and OfficeCalendar as a service instead of Exchange.
When I go through the process of assigning a task to another user as an
administrator using the task request option, I see the task in my list
because I've asked for an "update copy" and "status report". The recipient
receives an email with the options to Accept or Decline but regardless of
whether we select Accept or Decline nothing happens; I don't get an email
back and the task is not added to the assigned user's task list. There is a
message in the recipients email "Waiting for response from recipient which
never goes away. I've tried syncing on both clients without success. Any
help here would be appreciated.
