Assignments not being published

Firstly, the operating environment - Project 2003 with project Server
2003, Windows 2000, No Sharepoint sites, running on a single server.

I have a fairly large plan (2,500 tasks) being spread over 30
resources. We have recently added 2 resources to this plan and have
assigned them tasks (using the double-head icon). The issue comes when
we publish these assignments. The New and Changed Assignments...
publish option does not provide us with any new or changed assignments.
It just says that there is nothing to be published.

Does anybody have any thoughts on what is occurring here? I have tried
this with a number of other projects within our system and find that
these resources will not publish at all. There is nothing unique about
these resources, they came through Active Directory like every other
resource we have in the system.

Are these two resources enterprise resources, meaining that they are found
in the Enterprise Resource Pool? If so, there are a couple of possible
sources for this problem:

1. In the Enterprise Resource Pool, the resource's Booking type value is
set to Proposed (it should be Committed)
2. In the Enterprise Resource Pool, the resource's Workgroup value is set
to None (it should be Default)
