Attach a bulk mailing permit on an envelope?

How can I attach a bulk rate mailing permit in the stamp area of the
envelope? I'm using Word 2002. It seems as though I can only work in the
return address and mailing address areas of the envelope. I don't have
e-postage capabilities, either.

Insert a text box onto your envelope, above the address frame. Open its
format dialog; on the Layout tab pick wrapping style square. Close the format
dialog.
Drag the text box to the stamp area of the envelope, and size it to the
proper dimensions for a permit block. Type your bulk mail permit info into
the text box.
