Attached two toolbars to a form?

Hi,

I have a contact form and two toolbars (1 for edit and 1 for record
navigation). I want to open both toolbars when form is opened. In the form
property sheet, I can only select one toolbar to attach to the Tollbar
property.

What should I do to have these two toolbars open? (I don't want to merge
these 2 toolbars into one)
