Attaching a file created in Microsoft Works

I am having a problem when I attach a document created in Microsoft Works 6.0 /Windows Millieumum. When I send the attached document, the receiver of the document states they can't open it. Why? What am I doing wrong?

Perhaps they dont have MSWorks?
