Attaching a file with a long name without receiving a error?

I recently purchased a new computer and when I attempt to attach a file to an
email, the computer indicates the file name is too long. However, I can
attach the same file from on another computer. How do I fix this problem on
the first computer? Is there a setting which can be changed in Outlook?

Is the full path to the file the same on both computers? You can't have
more than 256 characters total, which includes the path. If the paths
are both exactly the same, try moving the file to a folder that is not
very deep.
