Can I attach an animated gif with a link to a web url?

Short answer: no.

Entourage's HTML creation engine is extremely limited and does not allow
animated GIFs or masked hyperlinks. You might want to try using Word for
that purpose and then pass on the document to Entourage using File>Send
to>Mail Recipient (as HTML), but I'm not entirely sure how well Word handles
animated GIFs.
