Attaching files to Newsgroup posts

In the FAQ section of this Newsgroup it says I can attach
documents to messages by clicking BROWSE.

I must be blind, because I don't see any browse.

How do I attach attachments to Newsgroup messages?
And on the flip side, how would I download them?

Hopefully that feature has finally been removed (and they forgot to update
the FAQ). You should never post binary attachments to newsgroups that don't
have binary in their name.

Many people pay for their internet connection by the minute (either to their
ISP, or to their telephone company, or both), and many newsreaders are set
to automatically download all articles. Attachments can cost them money,
whether or not they want them.

Additionally, there is a risk of potential viruses included with them. Most
of the users - especially the regulars - will not even pay attention to
those postings.
