Are asking a question, pointing out a problem, or simply recording the
difference?

Yes, that's a difference in Outlook 2007 but it only happens if you use the
File> Send To method of creating the attachment while in one of the Office
apps. When you add an attachment while in Outlook it's name doesn't get
inserted into the Subject field.

I'm not sure if 2003 did that or not, but most folks I've spoken with detest
the fact that it happens because it usually doesn't accurately reflect the
Subject of the message and is an unwanted redundancy - the name of the
attachment also appears beneath the Subject field in the message.

thanks, my friend ...
why are most of the features in the MAC Office 2008 more like the MS Office 2003 ??? why did you guys not male it like the MS Office 2007 ???

Well, "we" didn't make it at all :) The overwhelming majority of the
responders here are users, not MS employees. We simply volunteer what time
we can to supporting other users.

You'll also find that - since Windows is the primary MS market - development
for the Mac typically lags behind. The Windows versions aren't simply ported
over to the Mac OS... The Mac versions are designed for the Mac environment.
