Attachment not visible

Exchange 2007 (also happened on Exchange 2000)
Outlook 2002 - SP3

We have a user that has a problem where a jpg attachment is not visible, the
inbox message list does not indicate that there is an attachment and it does
not show up in the message when he opens it. Yet, when he forwards the
message, it appears in his sent items and he can open the attachment from his
sent items. Has anyone seen this before? Any suggestions?
