Attachments are stripped from certain users - ok for others - why

One user sends out an email, in-house recipients, and the attachment will be
stripped off one email but not the other.

Ok, need some clarification here.

User sends out an email with attachments to three other users.

One user gets attachments, but not the others?

Or, User sends out two emails with attachments to three other users.

First mail is received with attachments, other one isn't?
