Auto-Archiving problem

I have a user who is running Outlook 2003 on a XP SP2 Professional
workstation and connected to a Windows SBS 2003 domain. The users mailbox is
on the SBS/Exchange 2003 server.

The problem is that the auto-archiving function is not working. When I test
the settings I am going to the File menu and choosing Archive then
Auto-archive folders according their auto-archive settings. When I do this, I
see the status indicator in the lower right but it finishes in a few seconds
and does not move any files to the archive folder. No errors are displayed
and it looks like it did its thing however it doesn't move anything that
should be getting moved.

I have enabled the "modified" column in the Outlook view and am using this
as the date/time from which to determine what should be getting archived.

I had a similar problem once before but I found that it was caused by my
Norton AV on the server changing the "modified" date and I was able to fix
this be removing the exchange store from the scheduled AV scans on the
server. But this time I cannot figure out why the auto-archive is not working.

NOTE: When I do a manual archive from the File menu and dont use the
auto-archive settings option it works and archives the files it should???

MS-Knowledge base has not helped me with this and calling them for support
is looking like my only other option unlees anyone here can help :)
