Auto change the chinese interface to english

The computer that have:
1. Traditional Chinese Windows XP Pro. with SP1
2. Office 2000 SP3 Tradional Chinese version installed.
3. Outlook 2003 Traditional Chinese version installed.

Problem:
Sometime open the Excel, the interface automatic change to english. Other
office application does not face this problem. There is not any MUI or
proofing tools install in that computer.

Anyone can help?
