Auto Dialing a contact

I am setting up my computer to auto dial my contacts. I
have my phone line (digital) connected to my computer and
my phone connected to my computer. When I try to make a
connection, I don't recieve a dial tone at all. The modem
doesn't make the audible tones. I have a digital phone
line and didn't know if I need to configure something
differently.
