auto filter problem

Frequently, as in many many many times each day, with auto filter engaged, clicking the arrow to expose the drop down list does nothing, leaving many rows hidden. Turning auto filter off and then on, enables the drop down list, allowing access to all rows. Why does this happen? It happened with an older version of Excel and Windows 98. I thought upgrading to XP and Excel 2003 might cure. It did not. In fact it got worse. What is the fix?

A guess- If the auto filter is applied to many columns and you lets say you filter column 1. Works good. Then you filter column 2. Nothing changes. It could be the filter in column in 1 needs to be set to (All)
