Auto Flagging Messages For Recipients By Senders

I have a requirement to send all-staff emails that when received by the
end-users automatically have a flag set. The purpose is solely to color code
the messages into importance. Example: General Information gets a green flag,
Project emails should get a blue flag.

I cannot find a way to have the sender flag the outgoing message and have
the recipients see the flag in their own mailbox.

Additionally, it would be outstanding if the received message text
(From/Subject etc) could all be shown on screen in the same color.

Can anyone think of anything creative that I can do?

Color coding is for private use only. You should let the sorting up to the
end user as he/she develops a method that is most effective for them.
Personally I would be p*ssed off if someone tried to mess with my sorting
method.

You can consistently mark the subject or send the message with high
importance. Inform the users in the message that they are responsible for
not missing any subsequent messages so that they adjust their sorting method
accordingly like for instance using message rules or automatic formatting;

In our corporate case, we are looking to force the flags on the users, and
not leave it up to them to flag these particular corporate messages
themselves. ( I agree with your concerns )

If this could be accomplished using a client side rule, then perhaps I
should be asking if we can globally push out a rule to all Outlook clients
that would do this?
