Then it is easy.
All you need to do is configure an automatic Send/Receive interval.
Tools > Options... > Mail Setup > Send/Receive...

I have the same question but I only want one check on start up. I use a
program called mailwasher to scan my emails before I download them.
When I tell this program to open my e-mail reader ( Outlook 2003 ) I want
outlook to do a single incomming mail check.

In outlook express there is a tick box which says "send and receive messages
at start up" and you don't need to set an interval check.

I was hoping for something similar in Outlook.

Is it possible to do with a command line ? Mailwasher has an option to pass
a command instruction on ??
