Auto-Site Creation is not working

My scenario is different than most posts here with a similar problem.
In my situation, Project Server and WSS are running on different
servers. All functionality through Project Server with Sharepoint
works just fine with the exception of the auto creation of the site
when a project is published.

Within the Admin section of PWA for Manage Sharepoint Services, it's
set to auto-create the sites when pubished, and all screen panels look
good. There are no blank fields and the email addresses for Site Owner
have a value. All access to sites, issues, risks, and documents are
just fine. Clicking on existing site links all work to. The Sharpoint
Admin site and Project Server public document library links work fine
too.

After the project is published, I can go into the Admin section of PWA
and create the site manally and it works just fine. They can be
created manually but not automatically.

Both PCcomplus and proxycfg utilities have been run several times. The
domain account used for sharepoint access through Project Server is an
administrator on both physical servers and in both SQL Server
databases. I've even tried several accounts. In addition, I can
actually log into the PWA as this domain account and manually create
the site and it works fine too so the account has the permissions to do
it but it's just the auto-creation piece that isn't working.

I keep thinking it's maybe something with the proxycfg but everything
else works fine communicating with sharepoint WSS.

Has anyone seen this before or have any ideas or suggestions on what
might cause this?
