Autoarchiving change default PST file location to network share

I am part of a team that provides user support to about 350 users in an
Exchange environment. I am having trouble setting up autoarchiving to
save the archive to my users' home drive (a network share.)

What works:
If I don't change the default location on the local drive:
C:\Documents and Settings\<username>\Local Settings\Application
Data\Microsoft\Outlook
Auto archive works properly.
It creates the folder structure and populates the folders with objects
as set by the aging date in Default Autoarchive Settings.

What doesn't work:
When I change the location of the archive to the user's home drive,
Autoarchive creates the folder structure but doesn't populate the
folders.

What I've tried:
I can create an archive properly for another user in my own profile
folder when logged onto their mail account. (I have given myself
ownership of their mailbox and created a profile to logon as them.)The
Outlook client seems to want to create the archive on the C drive, in
Microsoft's default location, regardless of who's mailbox is being used
and who is logged on to the machine.

I have tried this with various users who have not yet autoarchived and
some who have already been archiving to the default location on the C
drive. (So it is not the fact that the items are already archived and
it can't find any old items.) It simply doesn't work
consistenly/properly and changing the default location is a liability.
For the record, it's a pain in the ass to test because the computer is
tied up and the exchange server (may be) hit hard during testing.

Any suggestions would be welcome!
