I am not sure what steps you are using to start a new drawing however go to
File > New > New Drawing (Metric). Once the new drawing is opened go to
insert > CAD Drawing. When the drawing is inserted into the drawing page
all measurements should now be in Metric. If Metric is not available that
could mean it was not installed.
