Autoflow of images?

I'm designing a church directory, and the plan is to make changes to it
periodically.

Nine photos will be shown on each page -- three rows of three photos each --
each photo showing a separate family, with a caption below each photo listing
the family's names.

When a new family is added, I'd like to simply drop a photo in and have all
the photos that follow (and their captions) automatically move one slot to
the right (or down to the next row, or over to the next page, as appropriate).

So, let's say this is the original layout of one page, each letter
representing a photo and caption:

A B C
D E F
G H I

Now, let's say family "2" is added, and alphabetically they should go
between "D" and "E." The new layout of this page would look like this...

A B C
D 2 E
F G H

.... with photo "I" and its caption getting bumped to the next page.

Does this make sense?

We have about 100 families in the church, and when one joins or one leaves I
don't want to have to move 100 photos. I want to drop the new photo in and
have all the photos that follow move to the next slot automatically.

Is this possible with Publisher?

Create a catalog merge. If you take away/add in your data base the directory
will reflect the change as long as the data is connected.
