Automatic Numbering Dilemma

Dear Gurus:

I have a series of dilemmas with regard to automatic numbering.

I am working with a collection of documents. Each document is broken down
into several different Exhibits.

I am using the built-in heading levels 1-5 as the numbering setup for the
template and subsequent documents based upon that template.

I would like for each Exhibit comprising the document to begin with Level 1
with a *restart numbering* to begin as SECTION 1:

I have found that as often as not, when a document is saved and subsequently
reopened, the paragraph setup for the numbering is very likely to have
arbitrarily changed. For example SECTION 1 which has a paragraph setting of
left indentation 0†is very subject to have changed to a left indentation of
0.13†or even 0.56â€. These changes as regard the paragraph indentation
set-up may occur within either the *paragraph setup* or within the *bullets
and numbering* setup or both.

Additionally, I have found that the numbering may have lost the coding to
restart each Exhibit with SECTION 1 and may begin random Exhibits as though
continuing the numbering from the previous Exhibit.

I have additionally found that attempts to *modify* the numbering by right
clicking on the automatic number and selecting *bullets and numbering* I am
very subject to find the cursor in any one of the eight *bullets and
numbering* panels, other than the panel originally chosen for the numbering
setup.

I have re-created the template and I have re-read the article on automatic
numbering by Shauna Kelley and am thus far unable to understand the cause for
this situation or to stabilize the auto numbering setup.

Any insight into my situation would be greatly appreciated.
