automatically decline conflicting meeting requests not working

Outlook2003 running on exchange. Went through the Outlook help section and
configured automatically decline conflicting meeting requests by going to
Tools,Options. Calendar Options. Under Advanced options clicked resource
scheduling. Selected automatically accept meeting requests and process
cancellations checkbox as well as Automatically decline conflicting meeting
requests.

No matter what it does not automatically decline it tells me there is a
conflict but it does not send anything to the sender that it was declined.
Any Idea?
