As a delegate if I don't open a meeting request it does not get put on his
calendar. I need to have the request open without responding so it gets on
the calendar

What do you have set under tools->options->calendar options->resource

I do not have it marked to process automatically because I don't want it to
respond and it does not have an option to just open.

The only time that will happen is when the sender chooses the option to not
require responses. Otherwise, you need to respond with accept, decline or
tentative.
