automatically resize the margins either side of a website page

I have seen that certain websites have margins that grow in width as the
browser is maximised - I think logically that tables must be involved but
can't quite work it out. Does anybody know how?

Yes, but you can't do it with Publisher.

Publisher produces a fixed width page. If you want a variable width, you
will need to use a different progam. The group has figured out workarounds
to center Publisher pages which might be an alternative. Plus read this
