We have recently launched our very own software, the Maestro Label
Designer. There is nothing to download and Maestro works directly
from your web browser. Just select our item OL150 from the selection
list since it lays out the same as Avery 8164.
The software works really well for formatting labels. You can try
saving your Publisher image as a JPEG or GIF image and then insert
into the image into Maestro for the final formatting.
Please click on the following link to try it out.

The Maestro Label Designer gives you the ability to choose a template,
create, save and print your designs. For a limited time, Maestro is
absolutely free.

Have you tried printing your graphics on plain paper to see if the line up
