Avoid create tasks using Project Professional

Hi.

How can I to prevent a user create or delete tasks on Project Professional
for enterprise projects located on the Project Server database?

Hi,

Who else but the project manager could or should decide what the taks in his
project are?
Then what's the point in giving him Project Professional at all?
