Avoiding empty spaces when inserting pictures

I often write documents (in Word 2000) containing a large
number of pictures. I place them in frames so that I can
number and cross-ref them, and I try to keep them at the
top or bottom of pages. Just like in most books.

However, Word always wants these frames to appear on the
same page as the paragraph that it is anchored to. This
results in large empty spaces at the bottom of the
previous page. This looks very unprofessional. (Of course,
I could move the anchor to another paragraph, but then
every time I just insert a little more text or change the
margins the "white holes" start reappearing.)

Is there a better way to allow the anchor to move, for
example, one page away from the picture, so that the text
can fill up the empty space? Again, just like in books,
where the reference to a picture may appear on the
opposite page.

The best solution is not to worry about placement of graphics (or even
insert them at all) until text editing is complete.
