axes ticks

Is there a way to put ticks on ALL axes in an excel plot? Im doing a figure
for Government publication which requires figures to have ticks on left,
right, top and bottom axes. Also, can you change the tick length? I need to
make the ticks longer to be seen properly.

You need at least two data series. You can 'cheat' if your chart has only
one: select and copy the y-values, click chart and Paste.
Right click one data series; open axis tab and specify Secondary Y-axis
Right click Chart Area, select Chart Options, open Axes tab and specify
Secondary X-axis

There is an alternative, particularly if you need control over the length of the
ticks. Use a technique like my Arbitrary Gridline example:

but instead of running the error bars clear across the chart, give them a much
shorter length. Add four sets, one for each side of the chart. Naturally, use the
error bar style without the line segments across the end.
