Is there any way to create in Microsoft Publisher or Word text for the back
panel of a horizontal half fold greeting card so that it will be oriented
properly when printed?

In Word you can use WordArt and rotate it.

If you aren't familiar with WordArt, turn on the Drawing toolbar and
it's near the center of the toolbar (blue capital A). Once the WordArt
is inserted a toolbar should be available which will allow you to
change the color, shape, etc. To rotate it make sure the Text Wrapping
is not "In line with text" and when the WordArt is selected you should
see a green rotation circle.

If you choose landscape mode in page layout and set the columns to two it
should be aligned right provided your reinserting the paper in the
appropriate direction when printing the second side, but if you want to
change the direction insert the text in a text box then with the cursor
positioned in the text click format and text direction then choose your
poison. The only thing you won't be able to do is turn it upside down using
a text box.
Or use WordArt, change the WordArt shape to the desired shape, change the
size using the adjustment handles and use the green adjustment handle to
rotate it in any direction you want, even upside down.
Not real sure how you could get the front panel's orientation right and not
the back panel's as they would be on the same side of a half fold card so
I'm not sure what you mean by oriented properly.
Do you mean the text is in the wrong direction or not where you want it to
be on the page etc.
