Backend fail error when migrating from 2003 to 2007

I keep getting 'Initializing of backend failed' error when I run the
p12migrationtool.
Can someone tell me how to fix this so I can move to the next error?

I am not migrating any projects and have modified the ini file 'Migrateall=
empty'.
The error I receive is: "Backend Fail Error Initialization of Backend Failed".
