backgound colour

On One Note, each not goes onto a grey background. Is there any way of
changing this colour? It woul make it easy to tell which notes are related.

you can colorize sections but not individual pages within a section.

You can create note flags that don't have a flag icon, but just change the
background color of the note or the font color of the note. Bring up the
Note Flags task pane, select a flag that isn't in use and click the modify
button at the bottom of the task pane. Play around and you'll find there is
just the capability you are looking for.

pages in a section or a section?

I think the poster is referring to the color of the note container itself
(which can only be lightened or darkened AFAIK).

The only workaround I know of, to group notes on a page by color, is to
change the font color.
