background and fill don't work in pub 2003, do I have to turn on.

is there a way to set pub 2003 to run as pub 2000? Or, can pub 2003 be set to
open docs in 2003 format? I am trying to keep all formating, insluding
wordart and color schemes.

There is not a way to set Publisher 2003 to run as Publisher 2000. And
Publisher 2003 does open Publisher publications in Publisher 2003 format.
However, Publisher 2000 formatting will be lost in the conversion to
Publisher 2003. There is a WordArt fix available though:
