Background color-tab control

I have a form on which I have a pic tiled as the background. I am adding a
tab control to the detail section of the form, and except for the tabs
across the top I want it to be the same background tiling; but when I add
it, it remains solid white no matter what I do. I've gone into properties
and changed the back style to transparent and nothing happens. I've even
tried it on a new db, and same thing. When I go in to a couple other dbs I
have in which I have tabbed controls and add another one, it automatically
formats this way when I add it; any idea why this might not be formatting
properly on the db I'm working on? What am I missing?
