Background fitting

I've made a flowchart on A3 paper which works fine with my A3 printer,
however I would like to add one of the Visio backgrounds to the paper, but
when I drag it to the drawing from the toolbar it only covers part of the
sheet.

Hoe do I make fill the whole sheet?

Do you have same page settings for the background and the foreground page
(landscape/portrait, scale, page size etc.)?
